As for those non-Malaysians, including permanent residents and other Visa holders, they will have to bear 100% of the quarantine fee. The minister disclosed that Malaysians who intend to return to Malaysia will have to sign an agreement of bearing the 50% hotel quarantine fee. The embassy will provide the permit letter for them to return to Malaysia only after they signed the agreement at the embassy.

"All airlines must require passengers to sign a consent form before allowing them to board the plane."

He mentioned that the Immigration Department of Malaysia will announce the instructions.

Meanwhile, in a separate report by Sin Chew Daily stated that although foreigners under the program of Malaysia My Second Home (MM2H) are allowed to return to Malaysia as announced by the government earlier, they have to submit an application and that it is not an automated procedure.

The minister emphasized that if these foreigners are currently located in high-risk countries, their applications might not be approved.

The Ministry of Health (MoH), Malaysian National Security Council, and Tourism Malaysia will identify those high-risk countries.
