The Ministry of Higher Education (MOHE) announced that all teaching and learning activities of all higher education institutions must be conducted online until December 31, 2020. The statement mentioned that all face-to-face teaching and learning activities are not allowed.

Only five groups of students can return to campus in stages for learning and teaching. According to Malay Mail,
"The first category involves post-graduate students who are in research mode in public and private universities and have permission to continue their research immediately."
"The second category students are those who required to attend physical laboratories, workshops, and design studios or rely on specialized equipment to carry out their research."
"Semester/final-year students who do not have the access required and are in an unconducive environment for PdP via online are allowed to return to campus as early as July 1, and utilize their on-campus infrastructure for the online PdP online."
"Students with special needs who participate in the Technical and Vocational Training (TVET) education programme at polytechnics and community colleges, and who need to get face-to-face guidance in order to access PdP due to learning difficulties, are allowed as early as August 1," MOHE said.
The admission of new intake students will be allowed to enter campuses in stages.
a. Admission for certificate and diploma students in polytechnics and community colleges, as early as July 1, 2020.
b.Admission for foundation, certificate, diploma and Bachelor’s Degree students at Private Institutes of Higher Learning (IPTS) as early as July 1, 2020.
c. Admission for foundation and diploma students in public universities, as early as August 1, 2020.
d. Admission for undergraduate and postgraduate students for the research mode at public universities and IPTS, as early as October 1, 2020.
The Ministry of Higher Education made the above announcement on May 27 in a statement on the manner in which academic activities were conducted during and after the Movement Control Order.
