He expressed the belief that having prostitution establishments in the country is crucial to preventing rape by foreigners. Rosyam Nor argued, "These are men we're talking about. If they don't get to release their desires, then where else are they going to do it? If they see our daughters walking past, they'll just rape them. So, with prostitution establishments available, these men not only won't commit such crimes, but they can pay for the services and fulfil their needs."
