Everything You Need To Know About The Newest PPN SOPs, Effective 1st October:

As Malaysia starts preparing to move into an endemic phase by the end of October, the government has recently released newly updated SOPs in accordance with the National Recovery Plan. The updated SOPs are as follows:

States under Phase 3:

• Kedah

• Pulau Pinang

• Perak

• Johor

• Kelantan

• Sabah


States under Phase 2:

• Perlis

• Selangor

• WP Kuala Lumpur

• WP Putrajaya

• Melaka 

• Pahang

• Terengganu

• Sarawak 


States under Phase 4:

• Negeri Sembilan

• WP Labuan

1. Movement Control

A. Phase 2

• District travelling allowed for the fully vaccinated (with police permit)

• Inter-state travelling allowed for long-distance married couples and children under 18 for the fully vaccinated (with police permit)


B. Phase 3

• District travelling allowed

• Inter-state travelling allowed for long-distance married couples and children under 18 for the fully vaccinated (with police permit)


2. Tourism

A. Phase 2

• Hotels and homestays within state allowed for the fully vaccinated

• Langkawi travel bubble for the fully vaccinated

• Cruise ship trips with 50% capacity for the fully vaccinated

• Zoos, scuba diving, theme parks, etc allowed for the fully vaccinated


B. Phase 3

• Hotels and homestays within state allowed for the fully vaccinated

• Langkawi travel bubble for the fully vaccinated

• Cruise ship trips with 50% capacity for the fully vaccinated

• Zoos, scuba diving, theme parks, etc allowed for the fully vaccinated


3. Dine-Ins

A. Phase 2

• Restaurants, hotels, stalls, sports clubs, etc allowed for the fully vaccinated


B. Phase 3

• Restaurants, hotels, stalls, sports clubs, etc allowed for the fully vaccinated


4. Sports & Recreational Activities

A. Phase 2

Outdoor and indoor sports activities allowed from 6 AM-10 PM for the fully vaccinated

Outdoor sports facilities allowed for the fully vaccinated

Aerobics and Zumba with 50% capacity allowed for the fully vaccinated

• Fishing pools allowed from 6 AM-10 PM for the fully vaccinated

Indoor sports facilities with 50% capacity allowed for the fully vaccinated


B. Phase 3

• Outdoor and indoor sports activities allowed from 6 AM-12 AM for the fully vaccinated

• Outdoor sports facilities allowed for the fully vaccinated

• Aerobics and Zumba with 50% capacity allowed for the fully vaccinated

• Fishing pools allowed for the fully vaccinated

• Indoor sports facilities allowed for the fully vaccinated



5. Kindergarten

A. Phase 2

Fully operational for both working parents


B. Phase 3

• Fully operational 


6. Arts & Entertainment

A. Phase 2

• Cinemas with 50% capacity allowed for the fully vaccinated

• Theatres, live recording studios with 50% capacity allowed for the fully vaccinated

• Shooting, busking allowed for the fully vaccinated


B. Phase 3

• Cinemas with 50% capacity allowed for the fully vaccinated

• Theatres, live recording studios with 50% capacity allowed for the fully vaccinated

• Shooting, busking for the fully vaccinated allowed 


7. Markets

A. Phase 2

• Daily & public markets; fresh & farmer's markets; and wholesale markets allowed

• Farmer's and morning markets allowed from 7 AM - 11 AM for the fully vaccinated

• Night and Sunday markets allowed for the fully vaccinated


B. Phase 3

• Daily & public markets; fresh & farmer's markets; and wholesale markets allowed

• Farmer's and morning markets allowed from 7 AM - 1 PM for the fully vaccinated

• Night and Sunday markets allowed for the fully vaccinated


8. Religious Activities

A. Phase 2

• Attending mosques and other houses of worship (subject to state SOPs) allowed for the fully vaccinated

• Marriage solemnizations only to be held in religious institutions

• Burial arrangements and visitations for the fully vaccinated allowed


B. Phase 3

• Attending mosques and other houses of worship (subject to state SOPs) allowed for the fully vaccinated

• Marriage solemnizations allowed for the fully vaccinated

• Burial arrangements and visitations allowed for the fully vaccinated


9. Official Ceremonies

A. Phase 2

• Inaugurations, seminars, etc allowed with 50% capacity for the fully vaccinated

• Unvaccinated individuals are required to undergo a Covid-19 self-test kit witnessed by event organizer


B. Phase 3

• Inaugurations, seminars, etc allowed with 50% capacity for the fully vaccinated

• Unvaccinated individuals are required to undergo a Covid-19 self-test kit witnessed by event organizer


10. Trade & Distributions

Allowed in Phase 3 and only for the fully vaccinated in Phase 2:

• Car wash                                                  

• Groceries                                        

•  Sports equipment & outdoor       

• Fashion & Jewelry                        

• Electrics & electronics                  

• Furniture    

• Car accessories    

• Carpets

• Tobacco & Vapes

• Cosmetics & Perfumes

• Salons

• House Galleries

• Florists

• Antiques & Used Items

• Crafts & Souvenirs

• Toys


11. Business & Services

Allowed both in Phase 2 and 3: 

• Grocery stores     

• Workshops       

• Pharmacies      

• Supermarkets  

• Pet shops         

• Hardware stores 

• Baby supplies 

• Petrol stations 

• Petrol stations 

• Stationaries 

• Laundry stations

• 24-hour services: hospitals, clinics, vets   


All of the above activities are allowed for states under Phase 4.
