Under the Recovery Movement Control Order (RMCO), open morning market, night market and bazaar can resume business in stages at designated locations starting from June 15.
However, the hawkers must submit an application to the Department of Licensing and Hawker starting on June 10.
Besides, hawkers also need to maintain hygiene. For example, they need to wear face masks, gloves and apron. They must also get the typhoid vaccine and keep the injection card.
They also need to obtain a food handling course certificate approved by the Malaysian Association of Environmental Health (MAEH) or the Ministry of Health and must submit the relevant certificate to the council.
On the other hands, foreign workers are not allowed and only 2 local employees over the age of 18 are allowed.
The authorities will carry out enforcement actions in accordance with relevant laws and regulations.
If the authorities find that someone does not follow standard operating procedures, they will take severe actions, including issuing fines, detaining hawker equipment or ordering them to be shut down.

Standard operating procedures that must be followed by the operators and visitors of the morning market, night market and bazaar are as followed.
1. Location of market
-Fenced open space; have parking areas
-Controllable entrance and exit of the market (the entrance and exit are in different places)
2. Stall Location
-There must be a safe social distance of 2.5 meters between each stall
-The size of the stalls at the morning and night market is 8 feet × 8 feet and 6 feet × 4 feet
-The stall size at the bazaar is 10 feet by 10 feet
3. Structure of stall
-Use stainless steel or aluminium flow barrier (tray aluminium)
-Unify the design of all stalls
-No permanent structure is allowed on site

4. Weekly rotation of hawker groups
-All hawkers cannot operate at the same time
-For example, Group A: every Tuesday, Thursday and Saturday; Group B: every Wednesday, Friday and Sunday
-In order to maintain distance, It is estimated that only 40% to 50% of hawkers can open files every day
5. Safety, traffic and health control
-Focus on the entrance and surrounding area of the market/ bazaar
-Daily cleaning of environment and equipment is required
6. Visitor access control
-All visitors are required to take a temperature test, wear a mask and use hand sanitizer
-No entry if the body temperature exceeds 37.5°C
-Download and register the MySejahtera application, or leave the information on the register for tracking purpose
-No investigation case (PUI), observation case (PUS) or quarantine order
-People with cough and cold symptoms must wear a mask
-Only 2 people per family
-Only those over 13 years old can enter
-The time for each visitor to enter market/ bazaar is limited to 30 minutes
-When queuing for admission and shopping before the stall, keep a distance of 1 meter from everyone
-Encourage the use of cashless payment
-The number of visitors at the same time depends on the size and location of the market
