The mandatory death penalty has been abolished by a voice vote in the Dewan Rakyat.
Ramkarpal Singh, the deputy law and institutional reform minister, had introduced the Abolition of Mandatory Death Penalty Bill 2023 for its second and third readings, which would grant judges discretion in sentencing.
The law also suggests giving judges the discretion to substitute jail terms of up to 40 years for the mandatory death penalty.
