During the inspection, a factory employee came forward to disclose that the underweight packs were the result of a malfunctioning machine. According to the employee, this machine had been in disrepair for the past three months. More troubling, however, was the allegation that the factory owner was fully aware of the issue but chose to ignore it, continuing to distribute the faulty packs.
