Why was the time to launch vaccination for the population was used as a proxy?
This is because, Anthony Fauci, the leading US science official commented that 70% to 85% of vaccination of the population is need for the world to return to normal.

Israel remains to be the country with the highest vaccination rate in the world, which achieved 75% coverage in just two months. In the US, it was expected to reach 75% by the New Year of 2022.
