Malaysia has now entered the fourth phase of the Movement Control Order (MCO). As updated by the Ministry of Health (MoH) yesterday (April 29), the number of the green zone has increased to 88 districts.
According to the New Straits Times, Penang does not have any COVID-19 cases or clusters reported as phase four of MCO started. The Chief Minister, Chow Kon Yeow mentioned in the report that all front liners are in good health.

Meanwhile, he pointed out that the MCO compliance rate in Penang, up till the third phase of MCO, has been satisfactory, which is 97.88%, with 1,691 offenders were arrested since the beginning of MCO, March 18.
"With this, I appeal to the people of Penang to remain patient and to stay united with the state government in fighting Covid-19 for everyone's benefit. The state government has been functioning throughout the duration of the MCO and is prepared to face the 'Next Normal' situation," he added.
He further disclosed in his daily address aired live over his official Facebook page yesterday (April 29) that the state government will continue to serve Penangites and ensure the health and safety of all Penangites, as well as the resilience of the economy.
He, who attended the National Security Council's Special Session meeting that was chaired by the Prime Minister, revealed that the main concern raised during the meeting is that is Malaysia prepared to 'call off' the MCO, based upon the six guidelines formulated by the World Health Organization (WHO)? According to the MoH's analysis, the answer is 'yes'.
"However, the country still needs a 'Covid-19 District Risk Reduction Program' (DRRP), which requires us to defend the green zones while 'fighting (the virus)' (at) the yellow and red zones. A strategy which involves four main principles have been drawn up involving border controls; movement controls; social distancing, and personal protection equipment (PPE)," he added.
