With the support of the Penang Island City Council, the International Aid for the Protection and Welfare of Animals (IAPWA) is offering a reward of RM5,000 to whoever can assist in tracing the individual who is behind the deaths of 29 stray dogs.
It is reported that these dogs were fed plastic bags of food that were poisoned as it was the evidence that was found next to the carcasses.
Feeders around the area have lodged a police report and hope that the authorities will take action against the serial dog killer that's around in Penang.
